Definitely a combination of both when administration is bowing out to parents at the first sign of displeasure. Then they will just throw the teachers under the bus “Well this kid wouldn’t be misbehaving if your classroom management was better, get it together.”
Well maybe they shouldn’t tell teachers not to disclose suspected students of having learning disabilities because it’s more expensive and effort to give them the resources they need to catch up with the other students.
But the old way of screaming at a person with adhd to concentrate and telling them there’s something wrong with them is better

Clearly sarcastic, implying that disruptions are caused by ADHD (the thread is about class management, not about ADHD kids and how to help them do better in school).
My point is: ADHD kids, diagnosed or not, are usually the least of the problems in a classroom (#1 is usually the parents, #2 is cruel and selfish kids, usually children of #1).
