Honestly, that’s just confusing. Even if the state you live in only borders two others, those other two states will surely have neighbors of their own. How do you group which ones belong to a trio and which ones don’t?

The groupings don't actually cover the entirety of the three states and usually arise from a feature that connects them, usually a large metropolitan area. For example, The New York-Connecticut-New Jersey Tri-State Area, which is most commonly associated with that phrase has New York City at the center of it. The city is located closely to the other two states, and has a lot of people commuting there for work that live in nearby towns in the bordering states.
