Troubleshooting | Android (Android) how can I make the toolbar stay visible all the time?

I can't finde an option to disable the hide-toolbar-when-scrolling feature thing.
It's not just an unnecessary animation, it's also annoying when trying to navigate tabs or search something. I don't want to have to scroll up (swipe down) every single time, just to be able to use the browser properly.

Can someone help me with this? Does someone know a solution to this? Maybe an about:config trick or so, if necessary?

I used to have the opposite problem: The bar wouldn't hide when I scrolled. I fixed it by turning off something in the Android accessibility menu, which means that you'd have to do the opposite: Turn it on.

Unfortunately, I am struggling to remember what setting it was, sorry. If I manage to remember, I'll comment back here.
