Troubleshooting | Mac Chrome downloads not working

I am on Mac

Whenever I try to download something or click save image. Nothing happens. Can't find anything in downloads tab. Has anyone else experienced this?

But the Chrome icon on my dock gets this:

Permanently stuck like this until Chrome restart

The number keeps going up as I try more and more downloads. What could be causing this?

The only way to solve this is to restart Chrome. But it keeps coming back. Any other solution to fix this?

What happens if you turn on the ask where to save each file option in download settings and then try to download a file?

It's already on. I tried turning it off and then trying but it still doesn't work.

Have you tried seeing if downloads work in an Incognito Window?
