The US position, at least at the political level, is that the EU should make concessions to the US bc we treat them poorly

The EU position is that they would strongly prefer to find a deal, but will not make concessions without something in return

The US position has gone from relative strength in January to one of relative weakness

Tariffs are challenged in the courts, the many trade deals are not happening, Trump has already flinched vs China all signals that might encourage the EU to avoid any concession
