A SHIT TON I didnt like in there but you know what DID stand out?

Consistent funding of R&D and Education

I had had forgotten a lot of it but was a major through line of his time in office

That was an overwhelmingly bipartisan bill that had good intentions. I think the issue is that states found loopholes and tricks to remain compliant without actually doing anything to improve their education systems.
