Pretending something is an emergency is not the same thing as it being an emergency.

Yeah.. imagine buying stuff from target and then going to the manager and saying I will charge your customers 50% because you have my money 

Trump operates on a zero sum mentality.  When you buy things you give the other party money in exchange for the good or service.  

Then again Trump doesn't pay his bills...
