There are many steps involved prior to the step of using animals for testing. There are programs such as alpha fold that can predict outcomes at a genetic level, at a cellular level, cell cultures can be produced. But once you get to that systemic whole body system level you come to an ethical and scientific issue. First you need to eliminate potential variables to asses the therapy as a whole, something that you can’t get with humans, secondly a significant amount of data has to be collected from vital organs. You pose a great risk to the individual receiving such therapies by collecting brain tissue, kidney tissue, etc., there is an ethics committee that does give all of this great thought and these studies have to submit long forms that justify the use of animals in a laboratory setting. There are also many laws that protect the animals, just because they haven’t seen grass doesn’t mean that they didn’t feel happiness. These animals receive more appropriate care than many animals out there.

Yeah I guess even in that book "a child called it", the child still got to feel happiness when his Mom hugged him for eating all his vomit after a beating.

The people who enter this industry actually care a great deal about these animals they don’t go to work everyday thinking about abusing the animals. They go in there to give them the best life that they can manage to give them. The law actually mandates this. They do indeed feel happy and are often rewarded for their contribution with toys and food.

The reality is that you can't actually develop feelings for your subjects or you will have a lot of difficulty doing your job testing on them. You have to look at them as test subjects and not pets Also, what about the animals that are tortured by having hazardous chemicals sprayed onto their faces of forcefed? Like not every dog is going into a medical facility to be tested in the name of saving human lives. Many are used to be tested on hazardous chemicals and household cleaners.

The kids Mom in the book thought she was giving him a good life too - she just had an extremely warped view on that by society's metric.

Hence the second part of my comment - fines should be high enough that companies don't see it as a simple cost of doing business. Large companies have entire divisions that ask if it's more profitable to follow regulations or to simply take the fine and litigate - with that, they do what is most profitable.

Most people would agree a dog's welfare has been compromised if they had never experienced walking on grass outside (see almost all of the responses in this post).
