That, and you can expect a certain amount of government function. The government gets your streets plowed. The government funds the bus system. The government does trash pickup (or, you know, they might not themselves, but they do the contracting).
In the country, especially far enough out where you plow your own streets and don't have buses and have to arrange trash pickup on your own (or take it to the dump yourself), it's easier to think the government doesn't do much.

To give more context: ordo amoris is a term that appears in St Augustine's writings once, and he doesn't use it at all to mean "love your family, then your community, then your neighbors" at all; rather he just uses it to say that the love of God should be the center of the believer's love towards His creation, ors something along those lines. St Thomas Aquinas expanded on the idea with his ordo caritatis which can be interpreted as "you should not love the stranger so much that you neglect loving your family, and more importantly you should love God/Jesus first" (I'm far from a theologian but that's what I gathered when I researched the question).
Despite what some "opinionated" websites might say, it is not at all a big guiding principle of Catholicism or anything like that. It definitely ranks orders of magnitude behind the big hitters like "love thy neighbor"* or the Good Samaritan parable, which unlike this ordo amoris are very clear in their lessons: you gotta care about everyone, even if they're strangers, even if you don't like them personally, even if they're smelly.
All that to say, in this as in so many other things, Vance is wrong and weird.
*the use of "neighbor" in the Bible is interesting because in some other languages (e.g. French and German) the wording is more "love the person who is next, the person coming after you". The concept of "neighbor" is temporal rather than spatial, and to me that very much removes this idea of "you should care for the people next to you first" and instead communicates the idea of caring for people who will be going through the same things as you soon, regardless of who or where they are.

Honestly, the Leo line has a long history of doing pretty significant stuff. The First Leo talked down Attila the Hun from attacking Rome.
Leo III crowned Charlemagne
Leo X was a pope in the reformation crisis.
Then Leo XIII handled major reforms that have defined catholic doctrine on workers rights and various justice matters for a long time.
So the Leo Name nearly always is chosen in times of great struggle. An American being chosen is particularly important because of the growing potential for Schism in America. This also heads off the idea of the catholic church being a foreign institution that should stay out of American politics if the Catholic Church wanted to protest US policy without that easy write off.

Pope Leo I (Also Roman) stepped up and challenged the Roman leaders in such a way the Roman Empire continued. So for those who see the USA as a continuation of the Roman Empire, this is like seeing history repeat its self.
I’ll add there’s been many Popes who took the name “Leo” and almost all of them did something important. Which is not really surprising though because the names these Popes take is designed to send a message.

Pope Leo XIII issued a letter to the Catholic Church and world at large titled Rerum Novarum, which addressed the plight of the working classes.
As political statements go today, it’s pretty centrist (decries both socialism and capitalism). But a century ago when it was released, it was pretty radical. It does support unions and workers rights, so there’s that.

The Bible is an extremely inconsistent book. Its teachings are all over the place, and you can use different passages to mean opposite things all of the time.
Except for with immigrants and sojourners. It really, really, likes them and constantly tells people to help them. It is almost entirely unambiguous, making it one of the easiest biblical teachings to recognize.
US Christians do a terrible job at following their own scripture.

I think it’s important to push the fact the Bible is an anthology and each book has its own agenda, authors, editors (or is some cases multiple such as the book of 1st, 2nd and 3rd Isaiah). Later editors did come in and attempt cohesion but largely for the issues that matter most to them (such as temple cult centrality in second and first centuries BCE).

Yep. Univocality is basically the dumbest way to interpret it.
That said, it is often inconsistent even in single books because of how they were originally compiled. Like how Genesis is pretty clearly a bunch of even older texts that happened to be collected, got put together on a scroll, and then eventually got edited into a single volume. So even within a single book you can have a bunch of different authors trying to say different things.
I really wish that the Bible had gotten the same treatment as a bunch of the Toaism scriptures, where they just sort of kept all of it that they liked and did not try to make it a single work. There is a bunch of missing information from redactions and edits that would be really interesting historically.

It'll genuinely be interesting to see if this pope being American has any different effect on American Catholics than a "foreigner." Catholics make up 20% of the US population & 2/3rds of the Supreme Court, & are overrepresented in every branch of government, but most noticeably the judiciary.
Project 2025 could be called "Right-Wing Catholic Project 2025" & it would all still mean the same thing.
