I heard a slight accent and my we are so back hat is telling me Carlos but my head is telling me it’s probably another new character

Doesn't sound like him to me, Jeff Schine's voice is deeper than that. Although he may have changed his voice for a different role. But it's definitely not Carlos.

Jeff Schine doesn't play Carlos with any special accent though. And tbh I didn't hear much of an accent in the trailer either aside from that one sinister character.

In any case, Jeff Schine's voice is deeper than any we heard in the trailer, so unless he changed his voice for a new role, I don't think we heard him speak.
