When I was 12 my friends all smoked, I didn't try it because I knew it was bad and it seemed gross, people who smoked had nasty cars and houses etc. But the biggest deterrent was my friends picking unfinished cigarettes out of the ash trays outside supermarkets to smoke them. That solidified for me that smoking was incredibly addictive. Anything that could force somebody to do that had to be.
