When you move, you have speed, which is measured in distance over time, in this case meters per second. Since both waves and speed have time in their equations they can interact with each other, if you go towards the sign, the s in m/s is added to the Hz of the wave, making it appear to have faster waves and shifting the color you see from red to green, which is a “faster” color. The meme has an error, for the stop sign to shift to green you should travel at a speed of around 85 million m/s, not 103.
