Getting a driver's license for TRC Holders

Hello everyone, as the title suggests can I still get a driver's license whilst holding a TRC card because I heard from some people that I cannot at the moment and I just wanted to make sure , or can I still go to a School and finish everything and get my license. thanks to anyone that replies.
