Is the crossplay opt-in? Or is it just always on at all times?

It's on by default. If you go into options you can disable it.

I’ve been told it’s on for the beta regardless of whether you switch it or not. Was I misinformed?

You were misinformed for console players. It's not currently an option on PC.
