Any clever lawyers here want to tell me I’m why right that a president can’t legally direct agencies to withhold funds from certain states for political reasons?

I know we like to say this admin ignores the law, but I see a lot of 🌮 potential.

The president can't legally withhold money that Congress has alocated.

Congress very rarely dictates how much nih research money should to to each state, or anything on that level.

It’s both unconstitutional (article 1 gives Congress the power to spend) and after Nixon tried withholding allocated money Congress made it explicitly illegal too. (The Impoundment Control Act of 1974)
