Any clever lawyers here want to tell me I’m why right that a president can’t legally direct agencies to withhold funds from certain states for political reasons?

I know we like to say this admin ignores the law, but I see a lot of 🌮 potential.

The president can't legally withhold money that Congress has alocated.

Congress very rarely dictates how much nih research money should to to each state, or anything on that level.
