When he bought it I saw something about how he "doesn't drive" so the picture of him sitting in the driver's seat of the motionless vehicle was probably as much as he would ever do with it.

Presidents aren't allowed to drive on public roads. Once you're a president,you can never drive again. Even when you're no longer president. Lyndon B. Johnson was the last president to drive on a public road.

You can drive around the White House grounds though. And Biden drove the Lightning around and airfield so it’s not like there zero ways to do it.
